What is the CFR?
The Code of Federal Regulations (CFR) is the official collection of rules published by federal agencies. Title 34 covers education. When you see 34 CFR § 300.43, it means: Title 34 (Education) → Part 300 (IDEA regulations) → Section 43 (Transition Services definition).
What does IDEA require of administrators?
As the designated LEA representative, you are legally responsible for committing school resources to the IEP. For transition-age students, this means ensuring measurable postsecondary goals based on assessment, with services to help the student reach those goals — including goals that may be affected by a criminal record.
What does WIOA add?
The Workforce Innovation and Opportunity Act (WIOA, 2014) requires state vocational rehabilitation agencies to provide Pre-Employment Transition Services (Pre-ETS) to students with disabilities, including instruction in self-advocacy — which includes knowledge of legal rights such as the right to pursue record expungement or sealing.
